There has been a huge increase in the size of cities. Many cities have grown in a haphazard way. Why is careful planning important in the development of cities? Nowadays, burgeoning populations of cities' occupants induce cities to become significantly larger than the past. Also, to shelter occupants and settle them, a careful planning not only for the present era, but also for the future seems warranted. Firstly, careful planning might be the most important factor in development of a city. Decision makers of cities must take into account further changes such as the rate of population growth and the rate of migration from pastoral areas to cities in order to plan ahead, otherwise grave consequences such as the paucity of parking lots, clogged streets and the dearth of drinking water, which many metropolitan areas are confronted with, will emerge. Streets must be designed for the future too. To elucidate, for example, in Tehran, once its occupants were only one million, and now the number has sharply increased to 15 million, so because former decision makers did not estimate and consider further population, and designed the city for that initial population, now individuals face heavy traffic every day and in every part of the city. Secondly, in terms of city divisions, ,like many metropolises, each part of a city must be governed under a municipality due to planning carefully about local affairs such as providing their occupants with sufficient infrastructures, parks and green spaces. Moreover, in order to avoid public nuisance, each part of a city must be given to a specific sector. Simply, administrative areas must be apart from residential ones. These proceedings are indispensible for the development of cities. To sum up, from the author's perspective, careful planning is important because not only does it make cities develop efficiently, but also can anticipate changes in the future such as the abovementioned.
